Set up IEE for two-way controls

The IEE two-way controls system communicates with Itron OpenWay web services to request collection system operations. Itron OpenWay defines and owns the service contract interface of the Itron OpenWay service and communicates with IEE. This section includes information on how to define default addresses for contacting these web services.
